I see what Egg is saying. In the end, the best solution is active afker management from an active admin. I changed my mind: The current set-up is probably the best.

I might be misreading here. An AFK manager is basically designed for a player that is not in spectate. There are several ways to tier spectators like the concept Egg eluded to. The AFK manager is designed for players that continue to spawn as active players but do not make any attempts at movement. Are we all talking about the same thing? I think I may be addressing something else.
*EDIT*
I forgot to mention that I agree with Jim. There will never be a better way to deal with server difficulties then a man on hand. Lets get Noob and Jim on that admin roster. They play a fair amount and are level-headed. That's an easy and good solution.

The topic states "Reducing the AFK Manager in Hideout". AFK Manager is referring to the new plugin that was in place these past two months which auto kicks people who have been inactive in spectator for 3-4 rounds when the server is at 40+ Player threshold. We made some changes to all the server, including implementing the new SMAC.

This is simple.
Currently it is set to kick @ 40 players in hideout. What happens here now is three particular idiots (Vaio.1 and 2 others -- who have both had numerous Id's added to the banlist) can join, and sit AFK until that threshold is met, at which point they would then be moved to spec, and then kicked.
If I lower the threshold to say @20 Players, as Egg said, we will begin kicking players @ 20 slots, vs 40. So if anyone leaves for a couple rounds, it will kick them. When the server is half full, there is no reason to kick them.
So, what could we do there? We could change the action 'kick' to 'move to spec', however, then you would have 20 players sitting in spec and the server full.
The AFK manager is meant to assist us with moving AFK's when the server is near full, so others can get in. It is not meant as a fail safe, or some sort of automation to move any inactive player. You cannot always have the best of both worlds.
There is another plugin that checks for 'movement' however, the rest of the plugin sucks ass and basically makes it pointless to use over the one we are using.
That being said, the best and most viable solution to the 'slight' problem is recruiting more admins that are around to assist for those times when 'automation' is not the best course of action---OR fill the server beyond 40 players, at which point those idiots will be removed.

I have made a couple SLIGHT tweeks to the config --- Let me know if this works any better, or if it is worse.
