What your should do is erase your steam folder/your game off your hard drive. Go to windows explorer and erase those folders.

Redownload everything (u got like 2 or 3 GB you will be downloading so give it some time) reinstall and u should be fine in my opinion.

This method fixes most CS/steam problems.
